Similarly, the Third Plenary Session of the 18th CPC Central Committee was also groundbreaking, launching a new journey of comprehensively deepening reform in the new era, systematically and holistically designing and advancing reforms, and opening up an entirely new chapter in China’s reform and opening-up process. They have resolutely dismantled institutional and mechanistic barriers in all fields, transforming reform from localized exploration and breaking through obstacles to systematic integration and comprehensive deepening. Basic institutional frameworks in various sectors have been established, many areas have witnessed historic transformations, systemic reshaping, and holistic reconstruction, and the overall objectives set forth at the Third Plenary Session of the 18th CPC Central Committee have been largely achieved. By the time of the centenary of the founding of the CPC, significant progress has been made toward making systems more mature and well-defined across the board, providing robust institutional guarantees for building a moderately prosperous society in all respects and realizing the Party’s first centenary goal. (4) Principles for further and comprehensively deepening reform. Drawing on and applying the valuable experiences gained since the launch of reform and opening-up, particularly in the new era of comprehensive deepening of reform, we will uphold the following principles: First, uphold the Party’s overall leadership, firmly safeguard the authority of the CPC Central Committee and its centralized, unified leadership, give full play to the Party’s core role in exercising overall leadership and coordinating all sides, and ensure that Party leadership permeates every aspect and stage of the reform process, so as to keep reform on the correct political course. Fifth, uphold the principle of governing the country according to law in all respects, deepen reform and advance Chinese‑style modernization within the framework of the rule of law, ensure the unity of reform and the rule of law, base major reforms on legal grounds, and promptly codify the outcomes of reform into laws and institutional frameworks. II. Building a High-Standard Socialist Market Economy System
A high‑level socialist market economy is a crucial safeguard for Chinese‑style modernization. We must further leverage the role of market mechanisms, foster a fairer and more dynamic market environment, and achieve optimal resource allocation and maximum efficiency—ensuring both “liberalization” and effective regulation—so as to better uphold market order, address market failures, keep the national economy flowing smoothly, and unleash endogenous momentum and innovative vitality across society.
(5) Uphold and implement the “two unwavering commitments.” Unswervingly consolidate and develop the public sector of the economy, and unswervingly encourage, support, and guide the development of the non-public sector, ensuring that all forms of ownership equally and lawfully access production factors, participate fairly in market competition, and receive equal legal protection, thereby fostering complementary strengths and common development among all sectors of the economy.

We will improve the legal and regulatory framework for the sustained oversight of enterprise‑related fees and the timely settlement of outstanding payments owed to businesses. We will accelerate the establishment of a comprehensive credit‑rating system for private enterprises and strengthen mechanisms to enhance the creditworthiness of small and medium‑sized private firms. We will support and guide private enterprises in improving their governance structures and management systems, bolstering corporate compliance, and strengthening safeguards against integrity risks. Standardize local investment‑attraction laws and regulations, and strictly prohibit any illegal or non‑compliant granting of policy incentives. Establish and improve a unified, standardized public‑resource trading platform system—covering tendering and procurement by government bodies, public institutions, and state‑owned enterprises—with information sharing, to enable transparent, end‑to‑end management of projects. Enhance overall market regulatory capacity and standards. Refine the national standards framework and deepen reforms of the local standards management system.
Improve the systems and rules governing factor markets to ensure the smooth flow of production factors, efficient allocation of resources, and the full realization of market potential. Establish a unified urban–rural land‑use rights market. Refine the institutional framework that underpins the sound development of capital markets. Foster a nationally integrated market for technology and data. Perfect the mechanism by which factor prices are determined primarily by market supply and demand, while preventing undue government interference in price formation. Advance price reforms in sectors such as water, energy, and transportation; optimize tiered pricing schemes for residential water, electricity, and gas; and refine the pricing mechanism for refined petroleum products.

At the same time, refine and expand long‑term mechanisms to boost consumption, reduce restrictive measures, appropriately increase public spending, and actively promote the “first‑launch economy.”

Enhance the market information disclosure regime and develop a robust system for protecting trade secrets. Strengthen law enforcement and judicial protection of property rights, prevent and rectify the use of administrative and criminal measures to interfere in economic disputes, and improve mechanisms for legally identifying and correcting wrongful cases involving enterprises.
Improve the market access regime and optimize the market entry environment for new business forms and sectors. Deepen the reform of the registered capital subscription‑based registration system, implementing lawful and timely subscription in accordance with the law. Optimize land management and improve the land‑management system to ensure efficient alignment with macroeconomic policies and regional development strategies. Prioritize securing adequate land for pillar industries and major projects, thereby providing greater development space for regions with comparative advantages. Establish a coordination mechanism linking the allocation of new urban construction land quotas to increases in the resident population. Explore a national mechanism for centrally reclaiming and developing farmland, with such land earmarked for specific projects and areas to ensure balance between occupation and replenishment. Enhance the efficient use of urban industrial and commercial land, accelerate the development of the secondary market for construction land, promote mixed‑use development and rational conversion of land uses, and revitalize existing land reserves and underutilized sites. Conduct targeted remediation of land use in various industrial parks. Formulate policies on extending the term of industrial and commercial land use rights and on renewing such rights upon expiration.

Expand the Catalogue of Industries Encouraged for Foreign Investment, appropriately shorten the Negative List for Foreign Access, fully implement the removal of restrictions on foreign investment access in the manufacturing sector, and promote the orderly opening-up of sectors such as telecommunications, the internet, education, culture, and healthcare. Further reform the mechanisms for promoting foreign investment, ensure national treatment for foreign‑invested enterprises in areas including access to production factors, qualification licensing, standard‑setting, and government procurement, and support their participation in upstream and downstream supply‑chain collaboration. Improve systems that facilitate the entry, residence, medical care, and payment services for overseas personnel. Refine the mechanisms for promoting and safeguarding outbound investment, strengthen the management and service system for overseas investment, and advance international cooperation on industrial and supply chains.
(27) Optimize the regional opening-up layout. Consolidate the leading role of the eastern coastal regions in opening up, raise the level of openness in the central and western regions as well as the Northeast, and accelerate the development of a comprehensive opening-up pattern that integrates land, sea, and border areas and fosters two-way connectivity between east and west. Leverage the advantages of coastal, border, riverine, and major transportation corridors to refine the division of functions among regions and create diverse, high‑level open platforms. In its external work, China must steadfastly pursue an independent foreign policy of peace, promote the building of a community with a shared future for mankind, uphold the common values of all humanity, and implement the Global Development Initiative, the Global Security Initiative, and the Global Civilization Initiative. It should champion a world characterized by equal and orderly multipolarity and an inclusive, universally beneficial economic globalization, deepen reforms of the foreign affairs system, and actively participate in and lead the reform and development of the global governance system. At the same time, China will firmly safeguard its national sovereignty, security, and development interests, thereby fostering a favorable external environment for further comprehensively deepening reform and advancing Chinese modernization.
